A simple incident that occurred a few years ago in Leominster,Massachusetts shows how perishable the knowledge is. During theChristmas shopping season the parking meters downtown werecovered with plastic bags that bore tags reading: "Do notopen until after Christmas. Free parking courtesy of the mayorand city council." In other words, facing the prospect of anincreased demand for already scarce space, the city fathersreinstituted the system of the commons. (Cynically, we suspectthat they gained more votes than they lost by this retrogressiveact.)
