ARDL Approach to Test the Productivity Bias Hypothesis
Our paper analyzes the causal links between human capital accumulationand growth in total factor productivity (TFP). In particular, it tests theNelson-Phelps hypothesis that human capital is crucial in enabling theimitation of technologies developed at the frontier. To this end we calculateTFP for a sample of 86 heterogeneous countries over the period 1960-1990 andinvestigate whether there has been (conditional) convergence in TFP. Ourregressions use a variety of GMM estimators in a dynamic panel framework withfixed effects. Human capital is found to have a positive and significant effecton the long run growth path of TFP. Countries are found to be converging tothese growth paths at a rate of about 3% a year. This work goes some way inresolving the debate over whether factor accumulation or TFP increases are moreimportant for economic growth; while TFP differences explain most of the staticvariation in GDP across countries, human capital accumulation is a crucialdeterminant of the dynamic path of TFP

The issue addressed here is whether the gains from exporting come from participation in a with more advanced countries or with all countries. If the former is true, this supports the argument that the benefit of exporting as part of a comes from learning about technologies, since these opportunities are greatest in advanced countries. Importing intermediates can enhance productivity in a number of ways. If the gains of importing come from trading with lower-wage countries, the advantage of status is more likely to be associated with lower costs of intermediate inputs. But if the benefit of importing comes from trading with more advanced countries, this suggests that it derives from accessing technologies embodied in foreign intermediate goods, consistent with the hypothesis that imports of intermediate goods are a major channel of technology diffusion (Kelly 2004).
